/li /ul /li liWork in close relationship with Tender Leader and the full tender team including other Sub-System bid managers: ul liBuild in liaison with the Tender Leader the schedule to prepare the offer /li liPrepare Issue the Instructions for Quotation (IFQ) /li liSupport Tender Leader in defining bid commercial strategy /li liSupport Tender Leader with Partners /li liSupport or act in lieu of Tender Leader for Customer interaction during tender phase (QA collection, administrative documentation etc.) /li liSupport Tender Leader to perform the Detailed Requirement Capture (Commercial part)



/li liSupport Tender Leader in the updating of the information in Wall.C /li /ul /li liSupport to manage the budget according to Tender Costs Authorization Process /li liPropose the offered solution: ul liPerform the Detailed Requirement Capture and Issue Contract Data Requirements List /li liAgree with the Platform and the Tender Leader how gaps are addressed /li liEnsure offered solution compliance versus Customer requirements and internal product strategy; Identify deviations /li liPrepare compliance matrix /li /ul /li liManage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actors: ul liIdentify, analyze and evaluate QCD gaps manage the QCD review /li liDefine interfaces and allocate between actors the cost targets, contractual obligations /li liCheck, challenge and properly consolidate documented commitments /li /ul /li liPrepare the documentation necessary to submit to Customer: ul liPrepare the technical description of offered solution /li liPrepare the technical clause by clause and/or list of derogations /li liPrepare the project master schedule /li liPrepare the price list and bill of quantities (if any) in line with Tender Leader and Finance Tender Manager instructions /li liPrepare administrative documentation upon delegation by Tender Leader.
/li /ul /li liKeep records of all documentation produced for tender preparation (RFP, QA, Presentations, letters, contract ...) and traceability until contract signature (Tender Logbook) /li liParticipate to the contract negotiations /li liAttend Customer negotiation meetings /li liVerify feasibility of evolutions requested versus the offered and approved reference /li liUpdate QCD data and obtain revised QCD commitments from different units, validate QCD commitment for each release of the tender /li liEnsure that all Customer questions have been answered, in line with commercial strategy /li liContribute to Return of Experience (REX)



through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing Strategy /li liSupport Project Manager in first project review (CPR0) preparation /li /ul h3Performance measurements /h3 ul liProvide documents in time in compliance with the tender requirements /li liGap between Tender Review Meeting (TRM) and Project Review (CPR0) /li liCompliance with Tender cost budget /li liData updated and recorded in Wall.C /li /ul h3MAIN REQUIRED COMPETENCES /h3 h3Educational Requirements /h3 h3Mandatory: /h3 ul liexperiences on project/Bid Management background especially on costing, planning risk management /li liRailway industry /li liKnowledge of reilway products and systems /li liGood knowledge of financial (rules to build consolidated costs, cash curve, hedging, ...), contractual (bonds guarantees, ...) and legal (obligations, penalties, ...) aspects to be able to interface with internal relevant parties, and assess impacts on costing /li liTeamworking /li liHigh Communications skills, reporting capabilities /li liSense of anticipation /li liNegotiation skills; Customer oriented /li liEnglish (Mandatory a good level); French (desiderable) /li /ul pAlstom is the leading company in the mobility sector, solving the most interesting challenges for tomorrow's mobility.
