The Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) is hiring an experienced and well-qualified expert to serve as Resident Advisor on financial stability at the Southeast Europe Technical Assistance Center (SEETAC). SEETAC—the IMF’s newest regional capacity development center (RCDC), dedicated to the Western Balkans and Moldova—will begin operations in January 2027. The Center will help member countries in the region—Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Moldova, Montenegro, and Serbia—strengthen their capacity to design and implement economic policies. SEETAC experts will deliver tailored, high-quality, and practical technical assistance (TA) and training in areas critical to sound macroeconomic management and in core areas of IMF expertise, including fiscal policy, monetary and financial sector policies, macroeconomic forecasting and policy, macroeconomic statistics, legal frameworks and institutions, and cross-cutting issues. The activity of the Center will be complemented by continued TA delivery from IMF HQ and training at the Joint Vienna Institute.

This assignment is based in Rome, Italy, with an initial term of twelve months and the possibility of extension—typically for up to three to five years—based on performance and funding availability.

Duties and Responsibilities:

The Advisor will help strengthen capacity to assess and monitor systemic financial stability risks and further develop robust frameworks for macroprudential policymaking—two strategic objectives for the region. The Advisor will respond to capacity development (CD) requests from SEETAC members. The Advisor will assist the relevant authorities in developing and implementing well-prioritized medium-term CD work programs by:

- Supporting authorities in financial stability and macroprudential policy work, including financial sector risk analysis; monitoring and identification of systemic risks; compilation and selection of financial sector vulnerability and macroprudential indicators,



and identification of related data gaps; implementation of macroprudential tools; development of decision-making structures and frameworks for macroprudential policy; macro stress testing, including scenario design and tool development; analysis of financial sector interconnectedness and shock transmission and amplification channels; and preparation and publication of financial stability reports that provide high-quality analysis and communicate risks clearly to the public.

- Managing and delivering TA on systemic risk analysis and macroprudential policies, directly and through short-term experts, who would be backstopped by the Resident Advisor.

- Preparing required documents for MCM internal review and approval before and after each mission and ensuring timely transmission of final documents to the relevant country authorities.

- Coordinating and delivering CD activities under SEETAC’s CD workplan on systemic risk analysis and macroprudential policies, directly and through short-term experts, including TA missions, training workshops, regional seminars, or peer-to-peer learning, tailored to the needs of CD recipient authorities.

- Keeping the MCM backstoppers informed of major developments.

- Coordinating with other CD providers on financial stability to promote complementarity, avoid duplication of efforts, and ensure efficient use of CD resources; liaising with donor representatives active in the field if needed.

- Observing IMF policies and procedures and applying the results-based management (RBM) framework to guide CD activities. The RBM framework focuses on performance and achievement results,



supported by the Fund’s Capacity Development Management and Administration Program (CDMAP).

- Leading annual work planning and budgeting for SEETAC’s CD program on financial stability, contributing to outreach activities, and reporting on the Center’s activities.

- Ensuring that all advice is consistent with IMF policies.

Qualifications

The successful candidate should be able to demonstrate initiative and creativity and preferably have:

- At least ten years of experience working in a central bank on the operational implementation of macroprudential policies and systemic risk analysis.

- A graduate degree in economics, finance, or a related field.

- Strong oral and written communication skills in English.

- Strong drafting and reporting skills, with an ability to deliver high-quality CD outputs.

- Excellent interpersonal skills, including the ability to: (i) work effectively as part of a team, including with short-term experts and HQ staff; (ii) build effective relationships with CD recipient authorities, including senior government officials; and (iii) handle sensitive and confidential matters with discretion in a multicultural environment.

- Willingness, capacity, and commitment to undertake extensive travel within the region to support in-person CD delivery.

- Proficiency in modern computer systems and applications.

- Experience in delivering technical assistance, advisory services, capacity development, or professional training would be highly desirable.
