ppWork for the IMF. Work for the World. /ppThe Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) is seeking an experienced expert to serve as Resident Advisor on Central Bank Operations at the Southeast Europe Technical Assistance Center (SEETAC). SEETAC—the IMF’s newest regional capacity development center (RCDC) for the Western Balkans and Moldova— will begin operations in January 2027. It will support member countries in the region—Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Moldova, Montenegro, and Serbia—strengthen their capacity to design and implement sound economic policies. SEETAC experts will deliver tailored, high-quality, and practical technical assistance (TA) and training in areas critical to sound macroeconomic management and in core areas of IMF expertise, including fiscal policy, monetary and financial sector policies, macroeconomic forecasting and policy, macroeconomic statistics, legal frameworks and institutions, and cross-cutting issues. The activity of the Center will be complemented by continued TA delivery from IMF HQ and training at the Joint Vienna Institute. /ppThis assignment is based in Rome, Italy, with a twelve‑month initial term and the possibility of extension—typically up to three to five years—based on performance and funding availability. /ph3Duties and Responsibilities /h3ulliDelivering TA on governance, accounting and central bank financial reporting, central bank communication and transparency, monetary policy implementation and domestic market operations, FX policy implementation, FX reserve management, and FX market development, and central bank liquidity backstops for financial stability, directly and through short‑term experts backstopped by the Resident Advisor.



/liliAssessing monetary frameworks and advising on central bank operations in line with monetary policy regimes and the central bank mandates. /liliDeveloping recommendations for legislative, regulatory, and operational reforms to improve monetary and foreign exchange market operations. /liliPreparing documents for MCM and other Fund departments’ internal review and approval before and after missions and ensuring timely delivery of final outputs to country authorities. /liliCoordinating and delivering CD activities under SEETAC’s CD workplan on central bank operations, including TA missions, regional workshops and seminars, and peer‑to‑peer learning, tailored to member countries’ needs. /liliKeeping MCM backstoppers informed of key developments. /liliCoordinating with other CD providers on central bank operations to promote complementarity, avoid duplication of efforts, and ensure efficient use of CD resources. Liaise with donor representatives active in the field if needed. /liliObserving IMF policies and procedures and applying the results‑based management (RBM) strategic framework to guide CD activities. The RBM framework focuses on performance and achievement results, supported by the Fund’s Capacity Development Management and Administration Program (CDMAP). /liliLeading annual work planning and budgeting for SEETAC’s CD program on central bank operations, contributing to outreach activities, and reporting on the Center’s activities. /liliEnsuring that all advice is consistent with IMF policies.



/li /ulh3Qualifications /h3ulliAt least five years of experience working in a central bank, in‑depth understanding of international standards and good practices for monetary and foreign exchange market operations and experience of their implementation at the national and/or international level. /liliA graduate degree in economics, finance, accounting, or a related field. /liliStrong oral and written communication skills in English. /liliStrong drafting and reporting skills, with an ability to deliver high-quality CD outputs. /liliExcellent interpersonal skills, including the ability to: (i) work effectively as part of a team, including with short-term experts and HQ staff; (ii) build effective relationships with CD recipient authorities, including senior government officials; and (iii) handle sensitive and confidential matters with discretion in a multicultural environment. /liliWillingness, capacity, and commitment to undertake extensive travel within the region to support in‑person CD delivery. /liliProficiency in modern computer systems and applications, including AI. /liliThe successful candidate would be selected based on a written test and a panel interview. /li /ulh3Department: /h3pMCMTA Monetary and Capital Markets Dept.
