JOB TITLE: AIMS Service Manager TYPE OF CONTRACT: Consultant Level II (Tempo parziale) UNIT/DIVISION: Geospatial and Intelligence Unit, Food Security and Nutrition Analysis Service (PRG-FG) DUTY STATION (City, Country): Rome, Italy

DURATION: until 31/12/26 renewable

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The Geospatial & Intelligence unit in the Food Security and Nutrition Analysis Service (PRG-F) undertakes analysis of climate and satellite data to provide evidence for food security and resilience related applications. One of its key initiatives is the Asset Impact Monitoring System (AIMS), which provides objective assessment and quantification of Food Assistance for Assets (FFA) activities implemented under the Asset Creation, Livelihoods and Regenerative Practices portfolio of the Climate and Resilience Service (PRGR).

AIMS uses Very High Resolution (VHR) satellite imagery to verify the implementation, extent, and maintenance of resilience assets over time. It also provides objective evidence of the long-term positive impacts of the FFA interventions on vegetation cover, soil moisture and expansion of livelihood resources, using a variety of satellite data and derived biophysical indicators.

AIMS has supported 36 Country Offices to monitor over 5,500 asset creation projects since its inception. In the last two years, the Service has expanded its offerings to include access to an interactive platform and the provision of two AIMS indicators to be included in WFP’s core reporting (ACR/CRF).



The overall direction of AIMS is to expand the service and become one of WFP’s prominent services for evidence generation and advocacy for corporate natural resource management activities.

As part of the expansion initiatives, AIMS plans to increase the number of participating COs, develop a regional AIMS service and embark on new strategic directions by extending the service to other functional areas within the organization and beyond to third parties.

PRG-FG is seeking an experienced scientific consultant with a strong background in Earth Observation analytics, solid experience in the management of complex Earth Observation related projects and knowledge of World Food Program resilience interventions. The consultant will provide strategic direction to AIMS, widening the scope of the services and leading an increase in adoption of AIMS by WFP Country Offices and manage the daily operations of AIMS, including the supervision of a team with over four more junior consultants.

ACCOUNTABILITIES/RESPONSIBILITIES: The consultant hired under these ToRs will be a technical member of the Geospatial & Intelligence unit of the Food Security and Nutrition Analysis Service (PRG-F) at WFP HQ in Rome. The consultant will work under the direct technical supervision of Giancarlo Pini, the Geospatial Team Lead. The consultant will report periodically on the progress of the required analytical work.

Strategic direction Formulate the strategy for AIMS and other documents to support resource mobilization;

Define project scope, goals, deliverables and required resources.

Project management Overall management and coordination the AIMS Service from 360 degrees, including, information management, analysis, and product delivery (reports, platform access, trainings);

Manage the budget and ensure efficient use of financial resources for achievement of set objectives;

Liaise with the focal points in VAM, PRG-R, Country Offices and Regional Offices for regular coordination of AIMS activities including the acquisition and management FFA project location data;

Coordinate the development of legal agreements between commercial imagery suppliers WFP Legal and Procurement units to ensure reliable imagery access for AIMS monitoring.

Lead and provide first level supervision for four or more AIMS consultants to achieve goals that contribute to the growth of the AIMS Service.

Scientific / analytical guidance Provide guidance in the development of methodologies and operational processes for the analysis of satellite data with particular focus on analysis of FFA project completion.

Lead quality assurance on analytical briefs produced and FFA completion reports for FFA locations identified by participating COs.

QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in physical geography, biology, physics or related field

Experience: Six or more years of experience in Geospatial Analysis with emphasis on Remote Sensing;

Earth Observation related project management and with staff supervision;

Experience managing institutional co-operations with both humanitarian and private sector partners and developing legal agreements.

Good familiarity with WFP Asset Creation projects, their types, scope, and expected outputs

Experience in a humanitarian or development context is a plus

Knowledge & Skills: Proven knowledge of project management of complex EO projects, management of large budgets, identification and hiring of staff;





Capacity to pitch AIMS clearly and concisely to senior management both orally and in writing;

Good presentation and team working skills, with the ability to follow and develop a given scope of work;

Proven knowledge of using GIS and remote sensing to monitor humanitarian or development operations;

Expert knowledge of GIS and Remote Sensing software (ARCGIS, Q-GIS);

Experience in early warning and remote sensing (interpretation and analysis) and familiarity with the specialized software applications associated with them;

Proficiency with modern high level programming languages / analytical systems, in particular R and Python as applied to the processing of geophysical data;

Languages: Strong written and oral English skills (proficiency/level C)
