JOB TITLE: Budget & Programming Officer – Product Manager

DURATION: Until 30 June 2027 with possibility of extension to 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Programme Cycle, Quality & Budgeting Service, Global Budget Planning and Prioritisation Unit
(PQBG) is responsible for strengthening WFP’s strategic resource management by enabling high-quality, evidence-informed decisions through budget planning, prioritization, advance financing, corporate reporting and analysis, in support of field operations. In support of this, PQBG develops and maintains corporate tools and solutions that enable accurate planning, prioritisation, and reporting across Country Offices and Global Headquarters. The consultant will act as Product Manager for these solutions, making enhancements to the Pipeline Management Tool, ensuring integration with corporate systems (WINGS, COMET, DOTS), and supporting the evolution of planning templates and analytics. The role will also facilitate collaboration with technical teams and business stakeholders to ensure tools remain fit-for-purpose and aligned with WFP’s budgeting policies.

ACCOUNTABILITIES/RESPONSIBILITIES:
• Enhance and support the pipeline management tool.




• Maintain and adjust as appropriate the pipeline database and data extraction scripts to accommodate for new data entry tools.
• Ensure appropriate system integration for the budget planning support tools (COMET, WINGS, Salesforce, Excel, Tagetik).
• Maintain appropriate Management Plan data collection support tools and procedures, including data consolidation, alignment, and reporting.
• Development of reports on pipeline and planning data leveraging WFP corporate reporting platforms (e.g. BO, DOTS).
• Support ingestion of key budget planning information in DOTS
• Work with key stakeholders, and in collaboration with other PQBG colleagues, to co-create and evolve new system solutions that support planning, budget, and reporting processes for the field and global HQ.
• Collaborate with TEC focal points and coordinate work of technical resources (internal and external) in the various product streams to ensure consistent progress and high-quality outputs.
• Support the collection and collation of feedback from CO / HQ BPOs on the use of current budget planning solutions.
• Provide technical support to users of developed budgeting solutions, troubleshooting error fixing, and making recommendations for the optimal use of said solutions and tools.
• Maintain product backlogs and roadmaps to continue evolving existing solutions (e.g. CPN/IP budget planning templates).
• Support the annual Management Plan preparatory work in the collection, consolidation and analysis of field operational requirement figures and in the preparation of the Provisional Implementation Plan.
Proactively contribute ideas for the continuous improvement of PQBG-supported processes, techniques, tools, procedures, and outputs.
Acquire and maintain a detailed knowledge of the corporate budgeting policies, principles, and strategies, and ensure alignment with related systems and products. Participate in team trainings and contribute to information sharing to ensure constant improvement and overall business continuity. Other related duties as assigned.

EXPECTED DELIVERABLES:
• Maintained and enhanced Pipeline Management Tool, including process alignment and harmonization with country portfolio needs and implementation planning processes and tools.
• Enhanced Pipeline and budget planning analytics leveraging DOTS platform.
• Pipeline tool training packages and guidance materials prepared, delivered and maintained.
• Maintained and enhanced planning templates.
• Enhanced Management Plan data collection integrated tool, process, and analytics.
• Unbundled CSP activity data provided for Management Plan and annual performance reporting.
• Corporate reports developed in Business Objects, Tableau and DOTS as required.
• Up to date product backlogs and roadmaps.
• Regular updates on the implementation status of ongoing activities around the various budget planning template fixes/upgrades / releases.

QUALIFICATIONS & EXPERIENCE REQUIRED
Skills: Knowledge of budget planning processes and systems (WINGS, pipeline. Good writing skills (technical and business process documentation).



Flexibility and ability to meet tight deadlines under limited supervision. Advanced university degree in Business Administration, Finance, Statistics, Economics, or other relevant field, or First University degree with additional years of related work experience or training/courses.

Education:
At least six years or more of postgraduate professional experience in a relevant field of work.
Knowledge & management), preferably at CO and HQ level. Database and system integration expertise.

Languages: English, fluent.
