Your work will directly influence how the Navy plans, funds, and executes facility upgrades and new construction across an active operational environment. This role is ideal for an experienced construction cost professional who wants to own complex estimates, apply DoD and NAVFAC standards, and be embedded with government project teams from concept through execution, including work in challenging, austere environments where your expertise has immediate, visible impact. /p h3What You'll Do /h3 ul liPrepare, review, and reconcile IGEs and planning, parametric, detailed, ROM, and modification estimates. /li liDevelop and maintain a defensible Basis of Estimate; obtain and document current market data. /li liSupport contracting and negotiations by analyzing contractor cost proposals for fairness and reasonableness. /li /ul h3What Success Looks Like /h3 ul liWithin the first 6-12 months, you are the trusted cost advisor for multiple concurrent projects at NSA Naples and NSA Bahrain, with your estimates regularly used to set budgets and negotiate contracts. /li liIGEs, ROMs, and quantity take-offs are consistently delivered on time,
aligned with DoD, DON, and NAVFAC policies, and require minimal revisions. /li liContractor proposals and change orders are thoroughly analyzed, with your recommendations helping the government secure fair, reasonable, and well-documented pricing outcomes. /li liProject teams and stakeholders actively seek your input early in planning and design, recognizing your ability to translate technical scope and field conditions into accurate, defendable costs. /li /ul h3What We're Looking For /h3 ul liMinimum 5 years of professional construction cost estimating (new construction, renovation, repair, demolition, maintenance, and contract modifications). /li liCertified Cost Professional (CCP, AACE International), Tri‑Service Cost Consultant, or equivalent credential – desirable. /li liKnowledge of MII/MCACES, RSMeans, and PACES; DoD/DON/NAVFAC cost estimating criteria; WBS (UNIFORMAT II, MasterFormat). /li liEducation in construction management, architecture, engineering, cost estimating, quantity surveying, business, or economics – desirable; 3-5 years design/construction experience desired. /li liU.S. citizen with a current, active DoD Secret clearance. /li liValid driver's license. /li /ul h3Compensation and Benefits /h3 ul liCompensation commensurate with experience and qualifications. /li liOpportunity to work on high-visibility U.S. Navy and DoD construction projects in overseas locations. /li liFull-time position. /li liFrequent Temporary Duty (TDY) travel to NSA Bahrain (up to ten trips of approximately ten days each per performance period). /li /ul h3How To Apply /h3 pPlease submit your resume highlighting your construction cost estimating experience, relevant DoD/NAVFAC work, and proficiency with estimating tools.
