Background and purpose of the assignment:
Earth Observation data is a fundamental component of the Food Security & Nutrition Analysis Service (PRGFG) analytical activities, as it provides a range of crucial information products in hard-to-reach areas such as many of the L3 Emergencies WFP is currently involved in. Of particular relevance are the European Space Agency (ESA) Sentinel-1 (S-1) and Sentinel-2 (S-2) platforms, which offer unique features such as high spatial resolution (10-20m) coupled with unprecedented temporal frequency of observation. However, these new platforms also bring along significant technical challenges due to the extremely large data volumes, heavy storage requirements and complex processing. They also require the development of sophisticated analytical techniques.
In parallel, PRGFG has been carrying out advanced work in the mainstreaming of Sentinel-2 and Sentinel-1 satellites with a view to obtain detailed information on the extent of crop growing over areas with major humanitarian emergencies.



Near-operational activities have recently taken place with a view to full operational implementation in the following growing seasons. Additionally, technical support to hydrometeorological government agencies in WFP countries has assumed renewed importance.
These ToRs specify the requirements for a spatial data management/data collection specialist to (i) to oversee the operational activities of seasonal monitoring and early warning systems deployed in WFP countries and (ii) direct and manage the field data collection and processing activities of the crop type mapping initiatives.
Accountabilities / responsibilities:
1.
Support to National Seasonal Monitoring and Early Warning Analysis and Systems

Coordinate operations of seasonal monitoring and early warning systems in relevant countries, providing advice and troubleshooting as required.

Liaise with the cloud infra-structure team for implementation of improvements and required changes.

Develop and provide training materials for seasonal monitoring and early warning for Meteorological Services as part of support programs to CO initiatives.

FOR SHORT-TERM/CONSULTANCY CONTRACTS

Engage with national hydrometeorological services, WFP teams, and government agencies to foster collaboration in developing and maintaining early warning systems.

Contribute to the coordination of the support of Anticipatory Action and Early Warning initiatives. Liaise with technical teams, Country Offices, and external partners.

Support the ground data collection for crop-type mapping campaigns:

Lead, organize and carry out daily management of agronomic data collection missions, including strata definition, sampling plan, definition of key crop lists and local crop calendars, training of local officials and enumerators as well as the supervision of the progress and quality of the field data collection.

Prepare training materials and fieldwork protocols for crop-type data collection.

Prepare detailed analytical reports based on field data and satellite imagery results, ensuring the analysis is actionable and clearly communicated to relevant stakeholders for decision-making.

Develop Google Earth Engine Apps for visualization of Areas of Interest and identification of cropland
Contribute to agricultural season analysis of cropland dynamics, including the detection of cropland abandonment in areas affected by conflict or prolonged insecurity. This work will help identify significant shifts in land use, highlighting where agricultural activity has declined or ceased.
Qualifications & experience required:
Education:
University degree in geography, engineering, social sciences
Knowledge, experience and skills:
Proven extensive experience in setting up mobile data collection surveys, including full familiarity with ODK / ONA Platform. Demonstrated experience in field surveys and deployment and supervision of field teams. Significant experience in capacity development and on-line remote learning and course

Fluent English with excellent technical reporting ability; additional fluency in
UN-working languages is preferred
