ph3Job Description /h3 pWe are looking to add a Permitting Manager to our growing Italian team, based in our office in central Rome.
This is an exciting opportunity for a dynamic and motivated professional to play a key role in the assessment, development and permitting of utility?scale Solar PV and BESS projects across Italy.
/p pThe successful candidate will contribute to the expansion and acceleration of Elgin's development pipeline by carrying out feasibility/constraints analysis and speeding up projects through planning.
Working closely with local partners, consultants, authorities and internal delivery teams, you will help progress projects from early?stage screening through to planning submission, permitting and readiness for construction.
/p pYou will combine a strong understanding of project development, planning and permitting processes with commercial awareness, helping to evaluate opportunities from both a technical and development perspective.
If you have experience in progressing projects through planning, a strong network within the industry, and a deep understanding of the land constraints analysis, this could be the perfect opportunity for you.
/p h3What you will do /h3 ul liAssess utility?scale Solar PV and BESS development opportunities across Italy.
/li liConduct site screening, feasibility assessments and environmental, planning and landscape constraints analysis using GIS tools and other available resources.
/li liSupport land acquisition and co?development activities through technical, planning, and permitting due diligence.
/li liExpand Elgin's development pipeline by identifying high?quality opportunities and progressing projects from early?stage screening through planning, permitting and consent.
/li liAssess planning, environmental and landscape risks and develop mitigation strategies to maximise project viability and permitting success.




/li liCoordinate external consultants and manage the preparation, submission and progression of planning and permitting applications through to approval.
/li liManage post?consent activities, including secondary permitting requirements, discharge of planning conditions and coordination with delivery teams to ensure projects remain on track for construction readiness.
/li liLead project?permitting activities, engaging with authorities, consultees and key stakeholders throughout the planning process to secure successful outcomes.
/li liWork closely with Development, Grid, Engineering, Procurement, Construction, Legal and PMO teams to advance projects through the full development lifecycle, from feasibility assessment through to planning consent and secondary permit in line with the One Elgin framework.
/li liSupport the transition of consented projects into delivery by ensuring key permitting, planning conditions, stakeholder commitments and project risks are clearly documented and handed over to internal delivery teams.
/li liMaintain accurate project reporting, permitting schedules and pipeline tracking within internal systems.
/li liUnderstand Elgin's legal agreements (Land Agreements, Development Service Agreement and Share Purchase Agreement), origination and development strategy.
/li liDrive and promote the corporate values of Elgin within the workplace.
/li /ul h3Your profile /h3 pWhat you will need: /p ul liFluency in both Italian and English is essential.




/li liSignificant demonstrable experience in renewable energy development and permitting in Italy, with exposure to utility?scale Solar PV and/or BESS projects.
/li liBackground in renewable energy, environmental engineering, architecture, landscape architecture, or urban planning.
/li liBA or MA degree in economics, engineering or related discipline.
/li liMembership of a relevant professional body or professional order (e.g. Ordine degli Architetti Paesaggisti) is considered an advantage.
/li liExperience in land evaluation via GIS platforms and/or Google Earth and pre?feasibility analysis with environmental constraint analysis.
/li liStrong understanding of Italian planning and permitting processes for utility?scale renewable energy projects.
/li liExperience progressing utility?scale Solar PV and/or BESS projects through the planning and permitting process, including successful planning approvals.
/li liExperience coordinating consultants and interacting with municipalities, regional authorities and other stakeholders throughout the permitting process.
/li liExperience supporting the handover of renewable energy projects from development/permitting into construction delivery is advantageous.
/li liFamiliarity with PV facility layouts, planning requirements, environmental constraints and applicable regulations and standards.
/li liTechnical understanding of PV and BESS power systems and grid connection processes is advantageous.
/li liProven ability to assess opportunities from an environmental and permitting perspective.
/li liStrong commercial awareness, initiative and self?motivation.
/li liProblem solving and a "positive can?do attitude", coupled with a high level of resilience.
/li /ul h3What we offer /h3 pAnnual gross base salary of €70,000–€90,000, depending on experience, in addition to a performance?related premio.
