Job Overview

The Commissioning Manager is tasked with developing departmental plans, including business, production, and organizational priorities. The role requires multi-disciplinary expertise and an understanding of the industry to achieve financial and operational objectives.

Manager multiple related teams, sets organizational priorities, and allocates the appropriate resources. They must identify and resolve complex technical, operational, and organizational problems.

Manager directly impacts business results by supporting and function-specific projects, products, services, and technologies and developing policies and plans.

Responsibilities Key Tasks and Responsibilities:

Manage multiple related teams, set organizational priorities, and allocate resources

Provide leadership to managers and professional staff

Accountable for the performance and results of multiple related teams

Develop departmental plans, including business, production, and/or organizational priorities

Decision is guided by resource availability and functional objectives

Assign staffing for the departmental positions on projects and proposals

Responsible for administrative and technical management of the commissioning Department

Identify performance gaps and correct including systems, equipment, and people resources

Provide leadership and instruction to their employees

Ensure work is being coordinated between the other disciplines, offices, fabrication, and construction to meet project requirements





Manage the technical execution to support the business considerations established for the project

Responsible for the administration and technical management of the department

Execute annual appraisals of the employees

Execute performance appraisals of agency personnel

Collect/identify training requests/needs, review for justification, and facilitate implementation

Provide regular performance feedback to the employees in the department

Implement communication plan

Support recruitment activities for the department

Assure good team spirit in the department

Identify high potentials and support the effort of providing them with suitable career opportunities

Propose salary increases upon request of company management

Support the execution plan preparation of every project

Assign resources to projects and proposals

Stay up-to-date with the status of all projects through the Lead Engineer

Ensure execution of PEA reviews and IDRs on projects

Resolve findings and corrective actions as required

Lead improvement initiatives within the department

Support proposals as required

Prepare or approve man-hours estimates

Ensure the MPS system is kept up to date

Establish a budget and salary plan for the department

Identify and recruit staff for departmental positions

Maintain staffing levels appropriate to the projected workload

Provide leadership and training for the professional development of staff

Responsible for the integrity of the work produced

Own and lead the implementation, enforcement,



and verification of compliance with all McDermott policies and procedures

Ensure employees understand their responsibility and authority to effectively implement the requirements of all McDermott policies and procedures

Ensure the timely completion of all mandatory training by themselves and their teams

Reports to

Functional: VP/Director Engineering

Liaise with: Project Managers / Project Director, Project Controls, Engineering department Managers,

Construction/Fabrication team, Quality, HSSE, and Client designated representatives as required

Supervises: All discipline Managers, Engineers, Designers, and support personnel within the department

Qualifications Essential Qualifications and Education:

Bachelor's degree or master's degree in Engineering

20+ years of experience and proven leadership experience

Requires multi-disciplinary expertise within own discipline and basic knowledge of other functions

Applies understanding of the industry to improve effectiveness, provide guidance, and influence processes and policies

Must have effective communication skills, able to establish confident relationships with discipline managers, technical engineers, and non-engineers. Presentation skills are required

Must have excellent computer software skills in MS Word, Excel, PowerPoint, Visio, and other engineering software programs

Keen on improving the effectiveness of the work

Must have excellent organizational skills and be adaptable to the needs of various discipline groups

Must have the ability to assess and communicate project requirements and expectations in a clearly defined, positive, and productive manner

Show flexibility and ensure proper hand-over with regards to: The reassignment to other departments/construction sites/fabrication yards The managing/learning of current working methods and software applications The reassignment to other McDermott offices

Proficiency in English, Multi-Language skills a plus
