ppbLocation: /b Naples, Italy (Travel throughout Italy and Bahrain as required)br/bTravel: /b International travel required; company-paid travel and lodging for authorized work assignmentsbr/bJob Type: /b Full-Time, Salariedbr/bTentative Start Date: /b September **** (Contingent Upon Contract Award) /p h3Education Experience /h3 ul liValid driver's license required /li liMinimum of b5 years of professional construction cost estimating experience /b /li liNew construction /li liRenovations /li liDemolition /li liMaintenance /li liConstruction contract modifications /li liBachelor's degree in Construction Management, Architecture, Engineering, Cost Estimating, Quantity Surveying, Business, Economics, or a related field preferred /li liEquivalent combination of education, technical training, and demonstrated construction estimating experience will be considered /li libCertified Cost Professional (CCP) /b, bTri-Service Cost Consultant /b, or equivalent construction cost estimating certification preferred /li liPrevious experience in design and/or construction (3–5 years) is highly desirable /li /ul h3Knowledge, Skills Abilities /h3 ul liThorough knowledge of construction estimating principles, practices, and methodologies /li liExperience preparing conceptual, parametric, detailed, comparative, and Independent Government Estimates (IGEs) /li liKnowledge of DoD, DON, and NAVFAC cost estimating policies and procedures /li liUnderstanding of military construction (MILCON) and shore facility projects /li liAbility to evaluate labor, material, equipment, subcontractor, and supplier pricing /li liKnowledge of construction sequencing, constructability, and market conditions /li liAbility to prepare detailed quantity take-offs and Basis of Estimate documentation /li liExperience analyzing contractor proposals and supporting negotiations /li liFamiliarity with Uniformat II, MasterFormat, and Work Breakdown Structures (WBS) /li liStrong written and verbal communication skills /li liAbility to collaborate with engineers, architects, project managers, contractors,



and government personnel /li liProficiency with Microsoft Office Suite /li liExperience using:ul liMII/MCACES /li liRSMeans /li liPACES /li liAutodesk or similar design viewing software /li liCost estimating and project management software /li /ul /li liDevelop construction cost estimates for military construction, renovation, maintenance, demolition, and facility improvement projects.
/li liPerform quantity take-offs using drawings, specifications, and project documentation.
/li liAnalyze labor, material, equipment, subcontractor, supplier, and market pricing to develop accurate estimates.
/li liPrepare and maintain detailed Basis of Estimate documentation, including assumptions, exclusions, escalation, contingency, productivity, logistics, and risk factors.
/li liReview contractor proposals, A/E estimates, and supporting cost documentation for completeness, accuracy, and compliance.
/li liSupport contract modifications, change orders, bid evaluations, and cost negotiations.
/li liParticipate in project meetings, design reviews, estimate reconciliation meetings, and design workshops.
/li liCoordinate with project managers, engineers, architects, contracting personnel, and stakeholders throughout project development.
/li liEvaluate design alternatives and identify cost impacts associated with scope changes, constructability issues, and schedule requirements.
/li liConduct market research by obtaining supplier and contractor pricing to validate cost assumptions.
/li liSupport quality assurance and quality control reviews of cost estimates and construction documents.
/li liAssist in developing budget estimates throughout all phases of project planning, design, procurement, and construction.
/li liProvide professional cost estimating consultation and recommendations to NAVFAC leadership and project teams.
