The Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) is seeking an experienced expert to serve as Resident Advisor on Central Bank Operations at the Southeast Europe Technical Assistance Center (SEETAC). SEETAC—the IMF’s newest regional capacity development center (RCDC) for the Western Balkans and Moldova— will begin operations in January 2027. It will support member countries in the region—Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Moldova, Montenegro, and Serbia—strengthen their capacity to design and implement sound economic policies. SEETAC experts will deliver tailored, high-quality, and practical technical assistance (TA) and training in areas critical to sound macroeconomic management and in core areas of IMF expertise, including fiscal policy, monetary and financial sector policies, macroeconomic forecasting and policy, macroeconomic statistics,
legal frameworks and institutions, and cross-cutting issues. The activity of the Center will be complemented by continued TA delivery from IMF HQ and training at the Joint Vienna Institute.
This assignment is based in Rome, Italy, with a twelve‑month initial term and the possibility of extension—typically up to three to five years—based on performance and funding availability.
Duties and Responsibilities
- Delivering TA on governance, accounting and central bank financial reporting, central bank communication and transparency, monetary policy implementation and domestic market operations, FX policy implementation, FX reserve management, and FX market development, and central bank liquidity backstops for financial stability, directly and through short‑term experts backstopped by the Resident Advisor.
