Program Analyst (Human Capital) – REGIONAL WORKFORCE POLICY AND PROGRAMS
Location: COMMANDER NAVY REGION EUROPE
GS‑13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑12 grade level (or equivalent). Specialized experience must demonstrate the following:
- Developing human capital plans to forecast demand, estimating staffing levels and competencies required in the future workforce
- Devising and recommending integrated approaches to provide long‑range program plans, goals, objectives, and milestones
- Conducting fact‑finding and analysis to identify and clarify problems or relevant issues
- Developing, analyzing, and evaluating new or modified workforce program policies, regulations, goals, and procedures that provide guidance addressing recruiting, retention, and force balancing
- Providing on‑the‑job training to new employees in accordance with established procedures and practices, maintaining current knowledge and answering questions of other employees on procedures, policies, and/or directives




- Providing key input to policy development and/or implementation to management

GS‑12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑11 grade level (or equivalent). Specialized experience must demonstrate the following:
- Assisting with the development of human capital plans to forecast demand, estimating staffing levels and competencies required in the future workforce
- Conducting fact‑finding and analysis to identify and clarify problems or relevant issues
- Developing, analyzing, and evaluating new or modified workforce program policies, regulations, goals, and procedures that provide guidance addressing recruiting, retention, and force balancing
