Are you a skilled Project Services Manager (Project Controls Manager) with experience leading Project Controls, Procurement, Logistics and Administrative functions on major oil and gas projects? Are you looking for your next challenge?
Hill International is seeking an experienced Project Services Manager to support the expansion of a major offshore oil and gas complex in Libya. The project will be managed from Milan and the successful candidate will be required to have the right to work in Italy.
As the Project Services Manager you will be responsible for leading and coordinating all project support services — including cost control, planning & scheduling, document control, procurement support, logistics, and administrative services — to ensure smooth project execution. This role acts as the bridge between the technical project team and the corporate support functions, ensuring contractual and operational requirements are met in a timely, cost‐effective, and compliant manner.
Roles and Responsibilities
Project Support & Coordination
Manage all project service functions (cost control,



planning, document control, logistics, and procurement support) for offshore and onshore scopes.
Coordinate project service teams during EPC/EPCIC phases (Engineering, Procurement, Construction, Installation, Commissioning).
Develop and maintain the Project Services Execution Plan in line with company and client requirements.
Cost & Budget Management
Oversee project cost control and forecasting activities.
Monitor project budgets, track expenditures, and identify cost variances.
Ensure timely preparation of cost reports and financial updates to the Project Manager.
Planning & Scheduling
Supervise the preparation and maintenance of detailed project schedules (engineering, procurement, construction, and commissioning).
Integrate subcontractor schedules into the master project schedule.
Monitor progress and highlight deviations or risks to timely completion.
