JOB TITLE: Finance Officer

DUTY STATION (City, Country): Rome, Italy

DURATION: Initially until 31/12/2026 with possibility to extend into 2027

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Programme Division manages the corporate policy framework, providing strategic and technical guidance, and ensuring quality programme design throughout the global CSP portfolio.

In coordination with other parts of the organization, the Division is responsible for shaping WFP’s strategic direction on key issues related to humanitarian and development actions and contributions to peace, in the context of Zero Hunger and the 2030 Agenda.

The PRG Division manages and oversees various funding sources, Corporate Fundings, Trust Funds and Special Accounts. Additionally, with the frontier policy topics the division deals with, a number of partnerships, and associated grants have been initiated to adequately support the division’s portfolio of work. Furthermore, the Division has been nominated as the corporate lead for blended innovative financing modalities.

Such resources, financial instruments and accounts need to be managed optimally,



with regular analysis and reporting to divisional management for strategic decision making.

To lead and coordinate financial and budget support services involving the planning, recording and interpretation of financial and budgetary information to ensure the efficient functioning of the support services and inform decision-making.

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of the Planning, Budget & Finance (PBF) Team Lead, the incumbent will perform the following duties:

1. Establish and maintain cash flow and grant management, tracking, and reporting systems for the multiple extra-budgetary grants the Division generates.
2. Set up and maintain proper procedures and systems to ensure effective financial monitoring, follow-up and tracking of expenditures from receipt through disbursement of funds;

3. Advise and support the Division and Unit Manager’s on financial decision-making by providing regular (minimum monthly) and ad-hoc financial information: a. Provide tracking sheets for each grant belonging to the Unit Manager showing the different pre-commitments, commitments and disbursement status; and b. Provide regular current and future staff funding report to identify impacts of fund availability;

4. Liaise with relevant counterparts in the Human Resources, Resource Management and Accountability Departments, as well as Financial Office counterparts in Hq, the COs/RBs to ensure transparency and accuracy in financial accounting;

5. Support the preparation of the WFP biennium PSA and extra-budgetary budget requests;
6. Prepare the Management Plan, Special Accounts and Investment Cases for the Division.
7. Oversee and support to ensure that the trust funds and grants are set up according to proper accounting procedures and systems.

8. Ensure the efficient utilization of WFP financial resources and avoid/ minimize large unspent balances at the closure of the grants and trust funds.
9. Prepare progress and final financial donor reports.

10. Perform other duties and responsibilities as assigned and/or requested. DELIVERABLES AT THE END OF THE CONTRACT:

11. Current status of the different trust funds;
12. Hand-over of the different internal orders for each trust fund;
13. Expected expenditures and new contracts to be made in the near future to be budgeted and allocated to a specific trust fund.
14. Submit final or progress reports to donors depending on their deadlines. QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Degree in food or nutrition security, economics, social sciences, international relations and/or a similar relevant discipline.

Experience: Six years of relevant experience in the field of food security, economics and/or monitoring and evaluation. Experience in an international organization.

Knowledge

& Skills:

15. Post graduate, progressively responsible, job-related experience in administration and humanitarian project support.
16.



Hands on experience in UN or NGO financial environments, including knowledge and usage of the WINGS II system.
17. Experience in drafting financial reports and final project reports to the donors;
18. Basic knowledge of food security issues; and
19. Strong writing skills. Languages: Working knowledge (proficiency / Level C) of English;

Intermediate knowledge (Level B) of one or more other official UN languages is an asset.
