JOB TITLE: M&E; Consultant (Impact Evaluations)

TYPE OF CONTRACT: Regular Consultant (Level 1)

UNIT/DIVISION: Office of Evaluation (OEV)

DUTY STATION (City, Country): Rome, Italy

DURATION: 6 Months (September 2026 – March 2027)

ORGANIZATIONAL CONTEXT:

The United Nations World Food Programme (WFP) is the world's largest

humanitarian agency, dedicated to fighting hunger globally. WFP is uniquely

positioned to generate rigorous impact evaluation evidence that can inform

how we support people to transition out of food insecurity. WFP sees rigorous

impact evaluation as a tool for learning and improving our programs. This

influences the type of impact evaluations we support (prospective evaluations),

their focus (corporate and global priorities), and the ways in which they are

delivered (built to fit operational timelines). OEV uses impact evaluation

thematic “windows” to encourage the production of evidence in these priority

areas, supplemented by a cross-cutting workstream to help optimize WFP

programming in humanitarian and emergency settings.

This 6-month position sits in the Impact Evaluation Unit of the Office of

Evaluation (OEV) in Rome, Italy, and reports to the window coordinator for

school-based programmes, with shared performance review by the evaluation

manager for the Gates-funded impact evaluation in Bangladesh.

KEY ACCOUNTABILITIES :

1. Support impact evaluations that are part of Impact Evaluation Windows and individual impact

evaluations (70%):

• Support the management, design and delivery of impact evaluations in accordance with

WFP Process Guide.



Impact evaluations should use context appropriate methods of

analysis and data collection tools and innovate accordingly whenever necessary.

• Lead or contribute to the procurement of Institutional Review Board (IRB) approvals.

• Support the procurement of data collection firms and support data collection activities in

a manner that is best suited for the impact evaluation and has the potential for meeting

other WFP monitoring and evaluation needs.

• Assist in the design, revision, and support the programming of survey questionnaires.

• Lead or support data analysis in accordance with agreed impact evaluation designs and

within timeframes that maximise the opportunity for evidence to be used in WFP and

other partners decision-making processes.

• Lead the day-to-day engagement with field coordinators and other stakeholders at

country and regional office level.

• Produce or review detailed reports that outline impact evaluation activities and findings at

the inception, mid-line(s), and end line of each impact evaluation, in accordance with

WFP guidance and templates.

• Support the quality assurance and peer review processes for impact evaluation reports.

• Lead or support the design and dissemination workshops and undertake field visits as

required to support impact evaluation related activities.

• Contribute to grant-reporting, internal reporting, budgeting, and fundraising efforts.

2. Support WFP organizational learning (20%):

• Actively share lessons learned from supported impact evaluations (e.g., measurement

tools, data collection protocols, analyses, etc.) with OEV, programmes, regional offices,

and country offices

• Produce additional analytical outputs of varying length, e.g., descriptive articles, blog

posts, etc. using impact evaluation or other data.

3. Capacity strengthening & Communications for WFP’s impact evaluations (10%):

• On-demand technical support to impact evaluation queries from Country Offices and

global headquarters functions.

• Support communications and dissemination of impact evaluation results in coordination

with OEV’s communications team.

• Participate in seminars, conferences, and workshops to stimulate demand for impact

evaluations, present impact evaluation evidence, engage in active dialogue with

academics and practitioners.

4. Any other duties assigned by the Head of Impact Evaluation Unit.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

• Previous experience in impact evaluations in development or humanitarian contexts.

STANDARD MINIMUM QUALIFICATIONS:

Education:

• Advanced university degree in a relevant discipline to this assignment

(economics, political science, development studies, public health, statistics,

etc.), or first university degree with additional years of relevant work

experience.

Experience:

• Minimum of three years of relevant professional work experience including

in impact evaluation activities.

• Research experience in economics, nutrition, health, and/or agriculture,

using experimental and quasi-experimental methods.

Knowledge and skills:

• Solid knowledge of quantitative used for identifying and measuring causal

impacts (e.g. evaluation design, survey design, etc.)

• Significant understanding of impact evaluation guidance and training.





• Proficiency in using statistical software packages (Stata, R, Python, etc.).

• Proficiency in designing questionnaires in SurveyCTO and running highfrequency checks.

• Fully computer-literate with excellent skills in Word, Excel, Power Point and

database management.

• Strong interpersonal skills with demonstrated ability to work effectively and

sensitively in diverse teams.

• Excellent communication skills, written, verbal and visual. Experience

effectively translating between academics and practitioners is highly

desirable.

• Ability to work independently

• Well-organised and attentive-to-details.

Language: • Fluency (level C) in English language.

• Intermediate knowledge (level B) of a second official UN language: Arabic,

Chinese, French, Russian, Spanish, and/or WFP’s working language,

Portuguese.
