Proposal EngineerCompany Premabergo S.r.l. is an engineering company specialized in the design and supply of process packages and skid-mounted systems for the Oil & Gas, Petrochemical, Energy and Industrial sectors. To strengthen our Proposal Department, we are looking for a Proposal Engineer to support the preparation of technical and commercial proposals for international projects.
The Proposal
Engineer will be responsible for the preparation, coordination and development of technical and commercial proposals for Premabergo process packages, ensuring technical compliance, cost competitiveness, clarity of scope and alignment with Client requirements. The role will work closely with Engineering, Procurement, Project Management, suppliers and subcontractors and will act as a key interface during the tendering and bidding phase. Review and analysis of Client RFQs, tender documents, specifications, datasheets and project requirements
- Preparation of technical and commercial proposals for process packages and skid-mounted systems
- Coordination of internal engineering disciplines during the proposal phase, including: Preparation and management of RFQs/RDOs to vendors and subcontractors
- Preparation of technical bid evaluations and commercial comparisons
- Development of project cost estimates and proposal cost breakdowns; equipment costs; structural steel; fabrication and assembly; engineering hours; inspection and testing; certification; packing and transportation
- Preparation of overall proposal pricing in coordination with Management
- Identification and evaluation of technical and commercial risks during the tender phase
- Preparation and review of compliance matrices
- Review of Material Requisitions and technical specifications during the bidding stage
- Verification of Client sourcing restrictions and approved vendor requirements
- Preparation of delivery schedules and identification of long-lead items
- Evaluation of project execution timelines and key milestones
- Support in defining Incoterms, packing requirements and transportation assumptions
- Participation in technical and commercial clarification meetings with Clients
- Management of proposal revisions throughout the bidding process
- Support to Management during commercial negotiations
- Handover of awarded projects to the Project Management and Engineering teams; technical documentation
- Maintenance and development of historical cost databases and supplier benchmarks
- Continuous improvement of proposal templates, costing tools and tendering procedures. The ideal candidate should have a good understanding of process package engineering and the main disciplines involved in skid-mounted equipment. Process equipment
- Pumps and rotating equipment

- PLC/UCP/LCP systems
- Inspection and testing requirements
- International engineering standards
- Project specifications
- Familiarity with standards such as ASME, API, IEC, ISA,
EN and relevant Oil & Gas project specifications will be considered essential. Commercial and Costing Knowledge Cost estimation
- Vendor quotation analysis
- Commercial assumptions
- Project risk evaluation
- Inspection and certification costs
- Bank guarantees and commercial project requirements, where applicable. Bachelor's or Master's Degree in Mechanical, Chemical, Electrical, Energy or Industrial Engineering, or equivalent technical discipline
- Previous experience in Proposal Engineering, Tendering, Estimating or Technical Sales, preferably within: Water Treatment
- Offshore or Marine sectors
- Good knowledge of English, both written and spoken
- Advanced knowledge of Microsoft Excel
- Good knowledge of Microsoft Office;
Preferred Experience Previous experience with one or more of the following will be considered a strong plus: Electrochlorination systems
- Water treatment packages
- Offshore packages
- International EPC projects
- Tender preparation for Middle East, Asian or European Clients
- Approved Vendor Lists and sourcing restrictions
- Cost estimation of multidisciplinary process packages
- Vendor negotiations.
Role: Proposal Engineer Department: Proposal / Commercial Department Premabergo S.r.l. The position offers the opportunity to work on international projects from the earliest commercial stage, combining engineering, procurement, cost estimation and commercial strategy.
The Proposal
Engineer will play a key role in defining technically compliant and commercially competitive solutions and will have direct visibility on the full tendering process, from Client RFQ through contract award.
