Position may be filled at the UA-04 or UA-03 grade level.

Hauptaufgaben Incumbent serves as the transportation assistant to the civilian MCT Chief, Livorno for the planning, supervision and/or execution of U.S. military movement and transport operations.
Assists in providing support to the U.S. Forces Units, organizations and activities, and other support activities operating in the Southern European Region, including but not limited to *****th AFSBN-EU, Humanitarian Assistance Program Facility Livorno, 731st Munitions Squadron (USAF), 839th Transportation Battalion, USASETAF units and DRMS-Livorno .
Provides staff support guidance, technical advice and direction in all areas of transportation support, logistics management, customs clearance, hazardous materials declarations, daily planning and automation activities with the objective of meeting the movement requirements of all customers effectively, efficiently and economically.
Assists the Chief and other specialists to ensure efficient operations in the organization's assigned mission.
Assists with all phases and aspects of movements encompassing: policies, procedures, planning, programming and execution of operations.
Coordinates with Italian Ministry of Defense, Camp Darby Italian Base Commander's Office, Italian Railways, local Carabinieri, local Italian Officials, as necessary, in reference to customs, procedures, permits, rail scheduling and host nation regulatory requirements.
Submits Diplomatic/Transit Clearance Requests to 21st Theater Support Command/TMC/CMCO whenever needed, in order to have international outbound rail or highway shipments cleared from origin to destination.
Performs coordinating assistance and/or liaison visits to various headquarters and field elements of U.S. Forces in the area of operations relative to transportation and traffic issues.
Ensures that maximum economy is obtained in providing transportation services.
Ensures problems are resolved at the lowest level possible that may develop through deficiencies in the interface between the MCT and host nations regarding functions or procedures pertaining to customs clearance and related movement requirements in Italy.
Studies and applies published classification guides, rate tariffs, for movement by all modes of transportation and considers such factors as the suitability of the route, availability of facilities or the use of multiple carriers to arrive at the proper rate and route.
Maintains daily interface with shipping and receiving activities, and major military customers in order to provide effective and economical transportation support for the movement of cargo and equipment, ensuring shipments and consignments are properly documented and accomplished in a timely manner.
Performs cost comparisons and determines the most efficient and economical transportation mode; rail, commercial highway, military conveyance, air or ocean transportation, electing the lowest cost mode that will satisfy the required delivery date (RDD).
Assists in coordinating with the carrier industry for making the appropriate transport equipment available to execute the move.
Assists in the arrangement of rail transports in support of major exercises,



contingency operations and large projects.
Provides direct assistance to units and shippers during out loading, ensuring that equipment is properly chocked, blocked, braced and tied down for movement in compliance with U.S. Army and European International Rail Conventions standards.
Conducts a joint inspection with the Italian State Railway representative (or applicable host nation), upon completion of rail loading operations.
Reports to the Units Movement Officer (UMO) or shipper's representative any deficiencies noted for on the spot correction and release of train by the railway official once the tie-down meets standard specifications.
Once carrier equipment has been spotted and loaded, prepares required negotiable freight warrant and supporting documentation, as appropriate and distributes to the carrier and to Defense Finance Accounting Service (DFAS) for payment of transportation services as provided.
Maintains commitment and obligation ledgers ensuring estimated costs are immediately logged and balanced.
Performs the costing of freight or passenger warrants, reviews all carrier bills for detention or accessorial service charges for accuracy and certifications by the MCT Chief or transportation officer.
Inputs a wide variety of transactions in Syncada and operates as monthly statements Certifying Officer, thru appropriate training.
Prepares weekly, monthly and annual fund status reports for submission to the MCT Chief, requesting additional funds, as needed, to support operations.
Receives advance notification on inbound shipments moving through the pipeline to supply activities and military units in the Southern Region from originating shippers through Transportation Movement Release procedures.
Processes shipments arriving by all modes.
Posts information to the inbound shipment register in sequence by RDD.
Notifies the consignee/receiving activity on pending arrival date, providing all information pertinent to the shipment; commodity, number of pieces, weight, cube, and special handling, if any, for unloading and consignment of the cargo.
Keeps consignees informed on any changes to the RDD.
Upon arrival of shipment personally conducts inspection of the commodity received for damage or pilferage during transit, comparing delivery receipts with shipping documents to ensure that all materials have been accounted for and delivered to the consignee.
Notes any discrepancy or unusual condition on the carrier delivery receipt and refers to the MCT Chief for remedial action if not within the scope of the incumbent.
Otherwise resolves as necessary to ensure the interests of the U.S. Military are upheld.
Once consignment is made, incumbent prepares a Transportation Discrepancy Report outlining the complete nature of damage to the goods, if required.
Maintains close liaison with commercial transportation firms in order to keep customers informed for immediate consignment.
Initiates tracer action as required.
In case of outbound shipments, arranges Positive Inbound Clearances with the destination Movement Control Team, creates Traffic Movement Releases in TCAIMS-TOPS and distributes them as needed.
Prepares various transportation reports and compiles statistical data for submission to the MCT Chief.
Monitors, maintains records and reports, via JOPES on military cargo arriving by commercial seavan containers or booked break-bulk thru the Livorno, Genoa and La Spezia ocean ports, ensuring compliance with the Universal Service Container Contract.
Serves as an interface between customers, carriers and steamship companies and U.S. Customs clearance officers for consignment, offloading,



and release of empty containers to the carrier.
Monitors and makes necessary security arrangements for containers, trucks and railcars transporting pilferable items, weapons, sensitive and explosive cargo.
Prepares monthly detention report covering containers not emptied by customers within the allotted timeframe.
Whenever containerized or break-bulk cargo is offered for transport by Customers, initiates ocean booking actions by submitting the relative Export Traffic Release Requests thru the Integrated Booking System (IBS).
Upon receipt of an Export Traffic Release interfaces with the Ocean Cargo Clearance Authority-Europe, ocean carriers and customers to finalize the booking arrange the line-haul or local drayage of the break-bulk cargo to selected Sea Port of Embarkation or monitoring the flow of empty and then loaded seavan containers.
Assists in the conduct of spot transportation surveys relative to shipment planning in coordination with consignors/shipping activities in order to determine appropriate conveyance required.
Maintains an audit for assigned accountable forms.
Maintains registers as necessary to provide an audit trail for freight warrants, customs forms, CIM Forms, and other related accountable transportation documents.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from ***** to *****, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: At the UA-04 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: At the UA-04 grade level: Diploma di Laurea triennale plus 30 CFU towards a Diploma di Laurea Magistrale/Specialistica, education must be directly related to the occupation.
At the UA-03 grade level: Diploma di Laurea triennale plus 60 CFU towards a Diploma di Laurea Magistrale/Specialistica or Diploma di Master universitario di primo livello, education must be directly related to the occupation.
