DURATION: 11 monthsBACKGROUND AND PURPOSE OF THE ASSIGNMENT

Social protection is an increasingly popular policy for governments to reduce extreme poverty, hunger, and inequality. Virtually every country in the world has at least one social protection scheme in place, and 3.5 billion people are already covered by some type of social protection vantaggi.

As a global leader in fighting hunger and malnutrition worldwide, often in very difficult contexts, the World Food Programme (WFP) is increasingly called upon by governments to support national social protection systems. In 2024, WFP partnered with governments in 98 countries to strengthen their national social protection systems, making support in social protection an integral part of its activities in most of the countries where it operates. Throughout the COVID-19 pandemic, lives and livelihoods were put at risk across the globe, undermining decades of progress towards the SDGs.

In response to these socio-economic impacts of COVID-19, many governments are currently adapting and/or putting in place new social protection schemes.

Through its triple role as a technical advisor, service provider and complementary actor, WFP is supporting these efforts, as it works with governments to extend the coverage, comprehensiveness, adequacy and quality of national social protection systems,



with the aim to ensure that all people have access, throughout their lives, to strong national social protection systems that safeguard and foster their ability to meet their food security, nutrition and associated essential needs, and to reduce and address the risks and shocks they face.

Country context and response

In 2024 there has been a growing demand for WFP to support the national social protection system. As a result, there is an increasing need for internal coordination across functional areas ( e.g., nutrition, school feeding, SAMS, EPR, country capacity strengthening, VAM, supply chain, TECH) where WFP has a comparative advantage, to ensure the organization delivers well-planned, integrated social protection support to the Government.

Job purpose

To deliver against the above, the Country Office is seeking a Consultant to support corporate M&E; on social protection. The incumbent will operate under the direct supervision of the Social Protection Programme Policy Officer (P4) and will be responsible for carrying out the following tasks and responsibilities:

KEY ACCOUNTABILITIES To provide support to strengthening of the social protection planning M&E; and Reporting. Specific tasks include:

- Scrutinize WFP information sources to identify WFP programmes and interventions that support national social protection systems
- Perform periodic data and information analyses guided by an overall data analytical framework related to these programmes and interventions and analyses the following variables: (a) type and reach of the technical support / capacity strengthening provided by WFP to National Social

Protection Systems, (b) type and reach of the safety nets or social protection scheme to which WFP contributes; (c) role of WFP in the safety net or social protection schemes; (d) type and volume of transfers, (e) intuitional context.
- Identify WFP supports national social protection in low- and middle-income countries and to what extent WFP contributes directly or indirectly to SDG target 1.3.
- Complement data mining with secondary data (ILO and World Bank)
- Produce overview reports that describes in quantitative and qualitative and achievements in social protection with a focus on the WFP strategy for support to Social Protection
- Support the development of qualitative methodologies for process monitoring and evaluation of social protection engagements at HQ, Regional Bureau and CO levels.
- Perform other duties related to the day-to-day work of the unit, including exchange of information and data with other units and offices, including data analysis support to Regional Bureau and COs.
- Assist government counterparts identify and analyze policy problems and provide - or mobilize - support and technical expertise for the design and delivery of suitable social protection solutions
- Support operational research and evidence building on issues relevant to social protection.
- Have a complete overview of past and ongoing social protection initiatives in the country and keep abreast of relevant public policy developments in the country to identify strategic entry points for WFP.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:



Advanced University degree in Economics/Econometrics, Anthropology, Statistics, Public Policy, Public Administration, International Development, Social Sciences, International Relations, Sociology, or other fields relevant to social protection, or a First University Degree with additional years of related work experience and/or trainings/courses in social protection.

Experience: At least one year of professional experience working in the social sectors:

- Has experience working in research projects.
- Understanding of statistics and quantitative data analysis and basic knowledge of STATA and/or other statistical packages (SPSS, R)
- Basic data visualization and strong communication dissemination skills
