UNIT/DIVISION: Corporate Monitoring and Reporting Unit Programme Division, Global HQ (PRGM Unit) / PRG Division

DUTY STATION (City, Country): Rome, Italy

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT The Programme (PRG) Division in the Programme Operations Department incorporates the following services: climate and resilience; emergency preparedness and response; food security and nutrition analysis; nutrition, school meals and social protection; and the programme monitoring and reporting (PRGM) service. These critical services provide the foundation for effective programme implementation, from targeting vulnerable locations, identifying trends in poverty and food insecurity, assessing the performance and impact of food assistance, to enabling mid-course adjustments through data monitoring.

Programme Monitoring and Reporting is about regularly monitoring, assessing and reporting on the effectiveness of WFP's interventions. Monitoring ensures that the right people receive the right quantity and quality of assistance at the right time, and measure programme outcomes. Monitoring is also a key control mechanism to detect and escalate implementation issues to adjust operations in a timely manner.

This service comprises of three units that dedicate their resources to supporting WFP monitoring in the field. Beginning with setting the corporate frameworks, standards and methodologies, PRGM provides country offices with the necessary guidance to plan their country level monitoring strategies and plans. Through standardized tools and dedicated field support, PRGM supports country offices in realizing these plans.

PRGM also provides strategic guidance and support for country offices to then report on monitoring findings, both for internal and external stakeholders, ensuring the cycle of accountability.

Job purpose To deliver against the above, Global HQ is seeking a Monitoring Officer to lead the global coordination and policy coherence of WFP Monitoring with external stakeholders and support country offices navigate donor engagement on monitoring and reporting. The incumbent will operate under the direct supervision of the Unit Chief. The incumbent will be responsible for carrying out the following tasks and responsibilities:

KEY ACCOUNTABILITIES

- Lead the development of corporate guidance, recommendations, and positions on donor-specific monitoring and reporting requirements, ensuring external accountability obligations are balanced with WFP policies, standards, and operational realities.




- Lead the adaptation and operationalization of corporate monitoring requirements to support field-level implementation and ensure compliance with donor accountability and results reporting expectations.
- Provide strategic technical leadership to Headquarters and field-based colleagues to bridge the gap between monitoring policy and operational implementation, including through the provision of real-time advice, recommendations, training, and standardized or customized tools.
- Identify, assess, and elevate risks, inconsistencies, and compliance issues related to donor monitoring and reporting requirements, and advise on mitigation measures and corporate positions, as appropriate.
- Coordinate engagement across PRGM GHQ teams, Regional Monitoring Advisors, and other relevant stakeholders to ensure a coherent and consistent corporate approach to donor monitoring and reporting requirements.
- Lead the development and implementation of a corporate approach and engagement strategy on donor monitoring, accountability, and results reporting.



Provide technical oversight and guidance for the preparation and review of global and country-level agreements, Third-Party Monitoring (TPM) Terms of Reference, donor proposals, and related documentation, ensuring alignment with corporate monitoring standards and donor expectations.

- Represent and advocate for WFP’s corporate monitoring policies and approaches in strategic discussions with internal and external stakeholders, including donors, WFP divisions (e.g., Legal Office, Risk Management, Partnerships), and other UN agencies.
- Lead and facilitate monitoring capacity strengthening initiatives for internal and external stakeholders, promoting best practices in programme measurement, performance monitoring, evidence generation, and results reporting.
- Oversee the systematic tracking, analysis, and interpretation of donor monitoring and reporting requirements to strengthen institutional knowledge and inform the evolution of corporate guidance, tools, and processes.
- Champion the identification, documentation, and dissemination of best practices and lessons learned, fostering knowledge exchange and peer-to-peer learning across Regional Bureaux and Country Offices.
- Lead quality assurance processes for monitoring and reporting provisions contained in donor agreements, proposals, and related documentation, ensuring consistency with corporate standards, accountability requirements, and operational feasibility.
- Support and advise on cross-functional initiatives and emerging priorities as required, ensuring policy coherence and strategic alignment between WFP monitoring frameworks and external stakeholder requirements.

DELIVERABLES AT THE END OF THE ASSIGNMENT The key outputs of the consultant are:

- A corporate donor engagement strategy on monitoring and results reporting developed, endorsed, and disseminated across relevant WFP stakeholders.
- Effective coordination mechanisms established and maintained between PRGM GHQ, relevant corporate functions, Regional Offices, and Country Offices to support donor-related monitoring and reporting requirements.
- Strategic technical guidance and advisory support provided to Headquarters functions, Regional Offices, and Country Offices on donor-specific monitoring, accountability, and results reporting requirements.
- Field missions conducted and technical support delivered to strengthen monitoring and reporting systems, build staff capacity, and enhance compliance with corporate and donor requirements.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in social sciences, monitoring and evaluation, performance management, development economics, public administration, international development, or other related fields, or a First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

5-7 years of professional work experience, including in monitoring and guidance/policy development:

- Proven knowledge, abilities and skills in the areas of monitoring and results reporting, including experience in RBM principles;
- Practical knowledge of how monitoring data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting;




- Has managed discussions with donors and other external stakeholders;
- Experience working in WFP HQ and country offices is an asset.

Knowledge & Skills:

- In-depth knowledge of results-based management (RBM) principles and practices and WFP’s corporate accountability frameworks;
- Ability to develop and maintain relationships with a variety of stakeholders, conveying an informed and professional demeanour toward internal and external partners and stakeholders.
- Proven ability to network effectively with multiple work units;
- Advanced analytical skills;
- Familiarity with programming design, implementation and operational challenges in food assistance;
- Practical knowledge on how WFP’s monitoring data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting;
- Willingness to build capacity of others through formal and informal training processes;
- Ability to combine pedagogy and application-oriented methodology for training and capacity development;
- Ability to facilitate and train different audiences;
- Ability to meet agreed deadlines;
- Ability to deliver results through planning and organizing activities;
- Ability to prepare relevant documentation and training materials;
- Proven ability to develop quality reports and analyses with minimal direction;
- Excellent cross-group collaboration skills;
- Good knowledge of UN system policies, rules, regulations and procedures;
- Ability to effectively communicate written and orally;
- Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect, organize, share and use corporate information.

Languages:

International Professional: Fluency (level C) in English language. Knowledge of a second official UN language is a plus: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese
