The Defence Infrastructure Organisation seeks a Technical Authority – Facilities Management (Italy) to join its team in Italy. Based in Naples and reporting to the British OPC Senior Infrastructure Manager, this role is pivotal in providing independent engineering and compliance assurance across the UK MOD estate in Italy. The successful candidate will act as DIO’s intelligent customer, scrutinising contractor performance, providing expert technical advice, and ensuring infrastructure works meet safety, compliance, and quality standards. The role involves extensive stakeholder engagement, including military personnel, UK civil servants, contractors, landlords, and Italian authorities, and requires travel throughout Italy.
Applicants must be registered to live and work in Italy, hold Italian or other EU citizenship, or comply with Italian work regulations. The role is subject to Italian employment law, requires security clearance, and does not include NATO benefits. Candidates must have no pending criminal proceedings or convictions.
Key Responsibilities
- Serve as DIO’s sole in-country Technical Authority, ensuring compliance with UK MOD policies, Italian laws, and industry standards.
- Review legal land ownership documents and provide technical assurance for property acquisitions.
- Verify warranty and safety compliance for fuel infrastructure.
- Scrutinise and challenge contractor and consultant outputs as DIO’s intelligent customer.
- Conduct quality and value-for-money assurance on works completed by contractors and landlords.
- Act as technical representative and expert witness in legal and regulatory matters.
- Oversee infrastructure compliance, risk management, and quality assurance across the estate.
- Liaise with stakeholders, conduct site visits, and provide governance for building and maintenance works.
- Maintain oversight of infrastructure compliance activities and escalate significant concerns through the line management chain.
- Support communications between English and Italian-speaking stakeholders, including the translation and interpretation of technical, contractual, and infrastructure matters.
- Assist in the setup, closure, and ongoing management of utility services across the estate.
- Lead on Health, Safety, Environmental and Fire (SHEF) compliance and represent DIO in governance forums.
- Any other duties as directed by the Line Manager or the Department.
Essential Qualifications and Experience
- Degree or recognised Master Tradesman qualification in engineering or a related discipline (equivalent in Italy to a Laurea Magistrale, a five-year master's degree in an engineering discipline).
- Experience of Mechanical & Electrical (M&E;) systems.
- Fluency in English and Italian; Full Italian or EU driving licence valid for use in Italy.
- Ability to obtain MOD security clearance and pass DBS and Italian police checks.
- Minimum five years’ relevant experience in facilities or infrastructure management, engineering assurance, or related fields.
- Strong knowledge of Italian construction legislation and health and safety regulations.
- Experience in contractor management, risk assessment, technical decision-making, and compliance auditing.
- Excellent communication, stakeholder management, and problem-solving skills.
