BBE team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. /ph3Position Summary /h3pBBE is seeking a dynamic, detail-oriented BAH Rebuild Program Manager to lead the multidisciplinary program management effort supporting NAVFAC EURAFCENT at Naval Support Activity (NSA) Naples (Capodichino), Italy, with periodic travel to NSA Bahrain to support the Bahrain rebuild effort. This position reports to NAVFAC EAC Operations and supports the Planning, Design, and Construction (PDC) Directorate in the pre- and post-award management of MILCON, FSRM, and special projects. This position is contingent upon contract award. /ph3Job Duties Responsibilities /h3ulliSupport the Resident Officer in Charge of Construction (ROICC) in the pre- and post-award management of MILCON, SRM, and special projects /liliLead the multidisciplinary staff of personnel supporting the Bahrain reconstruction efforts /liliOversee the development of project design packages and Request for Proposal (RFP) technical requirements /liliManage the branch Resource Allocation Plan (RAP) and workload distribution /liliProvide engineering consultations and quality assurance for technical submissions /liliWork with key stakeholders to ensure requirements are clearly articulated and documented, funding is programmed and allocated, and project schedules are adhered to /liliResolve issues that affect cost, schedule, or quality of PDC products and facility delivery to the warfighter /liliTrack and report progress weekly to Operations, and identify barriers to successful execution immediately /liliCoordinate with the ROICC to ensure mission-critical projects meet schedule and cost targets, and represent the command in high-level stakeholder and project synchronization meetings /liliServe as a program point of contact to resource sponsors, supported commanders, and major claimants for acquisitions assigned to the Business Line /liliAssist with planning and design execution of acquisition programs, environmental and real estate actions, and funds management through work completion /liliAssist in determining Acquisition Strategies (In House or Contract, Design Build or Design Bid Build) and Plans of Action and Milestones (POAM) for major projects and programs /liliFacilitate interaction between planners, designers,
product managers, and Public Works Department personnel /liliAdvise on the efficient use of planning, design, construction, environmental, real estate management, and public works funds /liliAssist in representing the Command on high-visibility facility procurements and resolution of complex installation issues supporting major military programs /liliProvide senior staff support to PWO, OPS, DOPS, and AOPS on execution of technically complex, high-level, high-visibility engineering and non-engineering-related projects /li /ulullibU.S. Citizenship /b and the ability to obtain/maintain a NACI/CAC isb required /b /lilibTechnical Knowledge: /bPractical knowledge and experience in planning, design, and construction methods, principles, and practices applicable to multidisciplinary and multi-trade projects, as well as vertical and horizontal construction projects, including technical engineering drawings, specifications, and diverse engineering designs /lilibFederal Program Experience: /bExperience monitoring project planning, design, and new construction, maintenance, repair, and alteration projects to successful and timely completion with respect to schedule and budget on U.S. Department of Defense or similar government agency projects /lilibLocation Travel: /bWillingness to relocate to and reside in Naples, Italy, and to travel periodically to NSA Bahrain isb required /b /lilibStrong Communication Skills: /bExcellent verbal and written communication skills, with the ability to interface with government stakeholders, congressional inquiries, and multidisciplinary teams /lilibSoftware: /bProficiency using MS Office software including Excel, Word, and PowerPoint /lilibSelf-Starter: /bHighly motivated, with the ability to manage multiple tasks and deadlines autonomously /li /ulh3Experience Education /h3ullibExperience: /bA minimum of five (5) years of technical and practical experience as a degreed Engineer or Architect who has worked on U.S. Department of Defense or other similar government agency projects isb required /b /lilibEducation: /bA degree in Engineering or Architecture from a college or university,
