JOB TITLE: COMET and Indicator Framework Consultant
TYPE OF CONTRACT: Remote International Consultancy Level I
UNIT/DIVISION: Programme Monitoring and Reporting Service (PRGM)
DURATION: 3 months in 2026 (plus possibility of extension 3 months in 2027)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. Each year, on average, WFP feeds more than 90 million people in over 80 countries.
Programme
Monitoring and Reporting Service (PRGM) is continuously strengthening WFP’s corporate programme management and reporting systems and guidance to ensure consistency, data quality, and accountability. On 17 November 2025, the Executive Board approved the WFP 2026–2029 Strategic Plan and its accompanying Corporate Results Framework. This transition requires all Country Strategic Plans and related logframes to be realigned to the new corporate structure. A key component of this transformation is the Standardized KPI Framework, which includes the digitalization of the Indicator Compendium and integration of methodological notes, applicability rules, and indicator metadata into COMET. This will enable countries to select and apply indicators more consistently and reduce manual interpretation.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall direction of the Chief of the Corporate Monitoring and Reporting Unit (PRGM-C), direct supervision of the COMET Global Coordinator and in coordination with the KPI Manager, the Consultant will contribute to the priorities of the Standardized KPI framework initiative and will help ensure that standardized indicators are consistently reflected across CSP logframes.
The expected tasks are defined below, but not limited to, as follows:
- Provide general inputs to support inclusion of indicator guidance and methodological notes into COMET, ensuring adequate integration between COMET and 2026 indicators’ master-list
- Prepare comprehensive guidance on the linkage between digital Indicators Compendium and the COMET Logframe, including business processes
- Develop clear technical notes and user guidance on new COMET functionalities, to align with the latest system enhancements, including on updated logframe module, digital line of sight module, and newly introduced automated analytics through COMET Control Panel.
- Ensure all documentation reflects current corporate business rules, programme management guidance and monitoring requirements.
- As necessary, liaise with COMET technical focal points to validate documentation.
- Support quality assurance of technical guidance prior to publication.
- Incorporate stakeholder feedback and revise documentation accordingly.
- Prepare presentation materials and briefing notes, when required, to support communication and rollout of updated guidance.
- Provide ad hoc technical advice on COMET functionality and documentation-related queries during the assignment.
- Perform any other duties, as and when required.
DELIVERABLES AT THE END OF THE CONTRACT:
- KPI Integration Guidance on the linkage between digital Indicators Compendium (IC) and the COMET Design Module.
- Technical note on validity checks from COMET retrofitted logframes, focusing on completeness of outcome and cross-cutting indicators for 2026 reporting.
- Updated COMET User Manual under the new 2026 -2029 CRF, reflecting updated logframe module, Digital LoS and integration between 2026 IC and COMET.
- Guidance on the automated analytics and dashboards on the sub-activities/indicators adoption, exemption in the COMET logframe architecture.
- Final consolidated documentation package incorporating stakeholder comments and quality assurance feedback.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
−Secondary school education supplemented by technical/university certificates in Public Administration, International Development, Political Science, Information Technology, Finance and Economics. A degree in these mentioned fields or another relevant subject is desirable.
Experience
− Demonstrated expertise in COMET Design and Implementation Modules.
− Knowledge of WFP Corporate Monitoring Framework and Minimum Monitoring Requirements is desirable.
Knowledge & Skills:
− Strong competencies in use of analytical tools (Tableau, SPSS, Excel) and logic to gather, analyse data, define information, situations, problems, and draw logical conclusions on the data.
− Strong organizational skills and ability to work perform data processing tasks rigorously as required.
− Demonstrated ability to work remotely with minimum supervision.
Languages
−Proficiency in writing and verbal communication in English is a pre-requisite
