ORGANISATIONAL CONTEXT AND PURPOSE OF THE ASSIGNEMENT:
The PRG Programme Monitoring and Reporting Service (PRGM) serves as WFP's functional lead for monitoring, corporate reporting (including COMET), and Community Feedback Mechanisms (CFM) at the global level.
Based at Rome Headquarters with outposted regional teams, PRGM provides global services that ensure robust monitoring and reporting practices across WFP operations.
Effective support to Country Offices is critical to uphold accountability, drive continuous improvement, and maintain the integrity of WFP's monitoring and reporting functions.
PRGM sets corporate frameworks, standards, and methodologies,
and supports Country Offices in planning and implementing monitoring strategies through guidance, tools, and field support.
It also facilitates reporting of monitoring findings to internal and external stakeholders, reinforcing transparency and accountability through COMET.
The unit also provides guidance and supports the field among others, in ensuring that COMET data for Country Strategic Plan design, planning, implementation and reporting is entered correctly and timely.
COMET data serves the measurement and analysis of planning, programme performance, informing decision-making, corporate reporting and generating data for other analyses and evaluations.
WFP maintains several programme and budget planning processes across different systems and tools, including the Country Portfolio Needs (CPN), Management Plan (MP), Implementation Plan (IP), and Country Office Management Plan (COMP).
While detailed beneficiary requirements and operational planning data are maintained in COMET through the CPN process, key implementation planning information continues to be collected through separate offline tools, creating duplication of effort for Country Offices, and limiting visibility for programme performance analysis and decision-making.
The current planning architecture also creates data gaps between planning products, reducing the ability to consistently analyse programme coverage, assistance intensity, prioritization decisions, and resource-based implementation plans.
To address these challenges, PRGM is leading an initiative to integrate Implementation beneficiary data entry function into COMET through the development of a one-year Implementation Planning snapshot based on CPN data and the integration of COMET beneficiary planning information with corresponding corporate planning and budgeting tools.
The assignment will support the design, coordination, development, testing, and rollout of these solutions to strengthen programmatic planning, improve data quality and visibility, and enhance alignment between programme planning, budgeting, and performance management.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the overall direction of the Chief of the Corporate Monitoring and Reporting Unit (PRGM-C), direct supervision of the team leader for output monitoring, the Consultant will contribute to the priorities of PRGM-C through the responsibilities and deliverables defined below but not limited to:
Coordinate and facilitate stakeholder engagement across PRGM, PQB, TEC, CFO, Regional Outposted COMET Teams, Country Office Budget and Programming teams, Supply Chain,
and Programme Activity Managers to ensure that all business requirements and operational needs are identified, captured, and documented for the implementation of IP beneficiary data entry in COMET.
Led the development of COMET system change requirements, created user stories, and coordinated user testing to ensure new functionalities met agreed business needs and requirements.
Support user acceptance testing, business validation, and system rollout activities, ensuring that solutions meet business requirements and function effectively across COMET and related corporate systems and tools.
Develop, update, and maintain operational guidance, standard operating procedures (SOPs), training materials, and user documentation to support enhanced business processes and new COMET system functionalities.
Deliver webinars, training sessions, and knowledge-sharing activities for Headquarters, Regional Bureau, and Country Office users, supported by appropriate learning and capacity-building materials.
Consolidate, analyse, and validate COMET data to support **** Implementation Plan reporting using the newly developed COMET functionality.
Lead the integration of COMET Implementation Plan beneficiary data into Business Objects (BO), DOTS, and the WFP Analytics Platform (Tableau), ensuring data quality and enabling reliable reporting and quality assurance.
Support reporting data requirements and business processes related to the integration of Implementation Planning into quarterly performance analysis and other corporate reports.
Perform any other duties as required to support the successful delivery of the project and related business objectives.
DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key output of the consultant is expected to be:
Finalized business requirements documentation for COMET IP beneficiary data entry and scenario planning functionalities, incorporating stakeholder inputs, operational requirements, and agreed business processes to support effective Implementation Planning, reporting, and decision-making.
Business analysis package completed, including process maps, user stories, and testing scenarios aligned with operational requirements.
User acceptance testing and business validation completed, with COMET enhancements successfully implemented.
Updated operational guidance, SOPs, and user guidance documentation for the new COMET functionalities
Training materials developed and webinars delivered for GHQ and Country Office users.
Successfully delivered the rollout of COMET Implementation plan's beneficiary data to Business Objects (BO), DOTS, and the WFP Analytics Platform (Tableau), facilitating timely reporting and enhancing data quality assurance and evidence-based decision-making.
Consolidated and validated COMET data to support **** Implementation Plan reporting on beneficiary requirements and adoption of the new COMET functionality in Country Offices.
