ppThis position is located within Commander, Navy Region Europe, Africa, Central (CNREURAFCENT) and serves as the Morale, Welfare and Recreation (MWR) Director. The purpose of this position is to provide technical assistance and guidance on policy issues that pertain to or affect the overall CNREURAFCENT MWR Programs. Applicant must have at least one year of specialized experience equivalent to the GS-12 or NF-04 grade level. Specialized experience includes administration, analysis, and oversight of military recreation programs. /p pA qualified candidate possess the following: /p ul liKnowledge in the application of the principles, concepts, and methodology for the management of Navy MWR programs. /li liKnowledge of appropriate DoD, SECNA V, CNIC, and other program policies and regulations covering all areas of administrative and operational policies and procedures. /li liAbility to formulate management techniques or practices to accommodate unique or special problems or situations related to MWR. /li liSkill and ability to perform as a leader to influence the actions of others in obtaining cooperation and assistance to accomplish the MWR mission. /li liKnowledge and skill in the application of a wide range of qualitative methods for the assessment,



improvement, and effectiveness of complex management programs and systems. /li liSkill in program planning and projection, organizing, and administration to devise and carry out the variety of exceptionally complex program components and services in Navy Region EURAFCENT. /li liKnowledge of Equal Employment Opportunity program and objectives. /li liKnowledge of budgeting, financial management and planning, project planning and initiation, as well as, construction and special projects. /li liSkill in the use of computers, a variety of software programs, and methods of record keeping. /li liSkill in writing reports and correspondence. /li liSkill in dealing tactfully with contacts and utilizing negotiation skills. /li liAbility to conduct orientations, briefings, general meetings, and extensive in-service staff training. /li liAbility to appraise different program elements, and evaluate similarities and differences according to their respective missions as they relate to the regional MWR Programs. /li liAbility to communicate effectively both orally and in writing. /li /ul /p #J-18808-Ljbffr
