PURPOSE OF CLASSIFICATION:
The purpose of this classification is to provide professional level project management, technical review, and contract administration services for the City’s Stormwater Division.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Provides professional management and technical support services to the Department; participates in design, management, budgeting, permitting, inspection and/or public involvement in stormwater retention pond restoration projects and other stormwater quality improvement projects.
- Responsible for data management, analysis, and review of ongoing stormwater quality projects, such as monthly outfall sampling at retention ponds receiving public drainage, and for any special or new projects, such as watershed assessments and selection, location, and monitoring of Best Management Practice Tools.
- Provides assistance to the Director and other management staff for permitting, inspections, support for projects, technical advisement, Level of Service Reports, and communication inquiries.
- Knowledgeable in reviewing National Environmental Laboratory Accreditation Program (NELAP) certified laboratory reports, including quality control/quality assurance. Experienced in the collection of water quality samples and field readings following Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOPs). Can work with professional consultants and contractors to deliver quality projects on time and within budget. Shall be capable of negotiating scopes of work, fee schedules and time schedules for completion of work. Shall be able to administer the terms of an agreement over the course of the project.
