/p /li /ul pbJOB TITLE: /b Finance Consultant /p pbTYPE OF CONTRACT: /b Regular Consultancy /p pbUNIT/DIVISION: /b CONTRIBUTION ACCOUNTING AND DONOR FINANCIAL REPORTING (CFORC) /p pbDUTY STATION (City, Country): /b Rome /p pbDURATION: /b 11 months /p h3BACKGROUND AND PURPOSE OF THE ASSIGNMENT: /h3 pThe Contribution Accounting and Donor Financial Reporting (CFORC) Branch of the WFP Corporate Finance Division contribute to the organizations' accountability to donors on the utilization of contributions through support to financial management on accounting for contributions, provision of guidance and preparation and certification of donor financial reports.
The objectives of the Unit are to /p p
(i) Ensure timely and accurate reporting to donors, /p p
(ii) Improve financial management in accounting for contributions, income and expenditures and /p p
(iii)



support Country Offices on contribution financial management under Country Portfolio Budget.
/p pThe Unit requires support in the form of a consultant to augment its current capacity in integrating automation and digitalization in different processes.
/p h3ACCOUNTABILITIES/RESPONSIBILITIES: /h3 pUnder the direct supervision of the Finance Business and Data Specialist (P3), the Consultant will have the following responsibilities: /p pba) Test and review the Final/Interim donor reports (where applicable); this role includes: /b /p ul liSupport the production of Specialized donor financial reports (USA and EEC) /li liMonitoring, coordination of assistance, and follow up with the Country Offices, regional offices and different units in headquarters on actions required in the process of the reporting exercise to ensure that the reports are done in a timely manner /li liProvide procedural and technical support to stakeholders such as country offices, regional offices and other HQ divisions to ensure compliance on matters related to donor reporting /li /ul pbb) Digitalization and automation: In a collaborative effort with the teams within the branch and at the cross-functional level, identify and progress on initiatives to automate or streamline the following: /b /p ul liDevelop validation rules using technology on but not limited to Specialized donor reports (USA and EEC) and Annual Country Reports /li liContribution management such as resource migration, resource transfer, grant balance monitoring, and managing of unspent balances /li liMaintain and further develop a platform for the Resource Migration process to reflect the development and change in the business /li liRobotic Process Automation (RPA).
Review and refine technical rules of existing RPA, including coordination of testing amongst the teams.
/li /ul pbc) Test and review the Final/Interim donor reports (where applicable); This role includes /b /p ul liMonitoring, coordination of support, take action and follow up with the country offices, regional offices and different units in headquarter on actions required in the process of the reporting exercise to ensure that the reports are done in a timely manner /li /ul pbd) Resources Migration and Resource Transfer /b /p ul liAnalyze and provide guidance on grant validation in cross?functional resource migration process and resource transfer /li liReview and ensure resource transfers are properly reflected in WINGS and financial reports /li /ul pbe) Technical Support and Analysis; /b /p ul liAs and when required, conduct reconciliation,



and financial analysis of CPB/ donor financial reporting impact /li liPreparation and parking of Journal Vouchers (JV) which are but are not limited to the correction of errors, transfer of unspent balances, refunds, reprogramming etc.
/li /ul h3DELIVERABLES AT THE END OF THE CONTRACT: /h3 pEnsure accuracy and timely delivery in all tasks performed; produced organized, accurate and well?documented records conforming to required format with well?analyzed data.
/p h3QUALIFICATIONS EXPERIENCE REQUIRED: /h3 pbEducation: /b University degree in accounting and/or business-related area /p pbExperience: /b /p ul liExperience working in the finance or resource management or analytical function in a humanitarian institution.
/li liExperience in the preparation of donor financial reports is an advantage /li /ul pbKnowledge Skills: /b Ability to review a variety of data, identify data discrepancies; scrutiny the preparation of reports; have good Excel and data processing skills; accounting and/or finance-related working experience.
