ph3Monitoring, Evaluation and Learning (MEL) Expert /h3 pbNTU International /b is preparing a proposal for the project b"Support to the Africa-EU Space Partnership Programme – AESPP Boost." /b /p pThe programme aims to strengthen cooperation between bAfrica and the European Union in the space sector /b, supporting policy dialogue, institutional partnerships, knowledge exchange, innovation, private sector engagement and investment, while contributing to stronger and more sustainable African space ecosystems.
/p pIn this context, we are seeking a highly qualified bNon Key Expert – Monitoring, Evaluation and Learning (MEL) Expert /b to support the design, implementation and continuous improvement of the programme's monitoring, evaluation and learning framework.
/p h3Minimum Qualifications and Skills /h3 ul liUniversity degree at bMaster's level /b in bevaluation, statistics/data science, development economics, social sciences /b, or a related field.
In the absence of such degree,



bfour additional years of relevant professional experience /b.
/li liExcellent command of bEnglish /b.
/li liWorking knowledge of bFrench and/or Portuguese /b will be considered an asset.
/li /ul h3Minimum General Professional Experience /h3 ul liMinimum b8 years of professional experience /b in bmonitoring and evaluation, results-based management, programme evaluation and/or applied data analysis /b.
/li /ul h3Minimum Specific Professional Experience /h3 ul liAt least b4 years of professional experience /b in the bdesign and/or operation of Monitoring, Evaluation and Learning frameworks /b for donor-funded or complex multi-partner programmes, including indicators, baselines, data collection protocols, evidence consolidation and/or impact assessment.
/li liExperience with EU-funded programmes and in Africa is an asset.
