BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP delivers food, cash and voucher assistance to people in need around the world. It is a corporate priority to increase the level of assurance for food delivery in WFP’s country operations and to record the expense recognition of food once it is distributed to households. This involves the rollout of digital Identity Management (IDM) solutions for in-kind programme management.

HQ SCD and TEC teams are responsible for ensuring that corporate IDM solutions meet corporate standards and are responsive to field-level business needs.

SCD is seeking an experienced and qualified Lead Business Analyst to support the continued development and delivery of business services and adoption of corporate IDM solutions.

The Business

Analyst will be responsible for providing direct support to Country Offices to design business processes, implement assurance controls and standard operating procedures related to IDM & Delivery including registration, verification, distributions to people, assistance instrument management and transfer reconciliation.



The analyst will perform country office assessments and business process mapping to identify current gaps and needs and prioritize the development of features in corporate solutions. This includes meeting with key stakeholders to gather, document and prioritise business requirements which will then be discussed with TEC focal points as part of development sprints. As part of service offering to COs, the analyst will ensure overall excellent service provision, end-user, and client satisfaction to COs and the people we assist.

ACCOUNTABILITIES/RESPONSIBILITIES

1.

Lead the elaboration, validation and documentation of high-level business requirements, functional and non-functional specifications and designs of business processes related to registration, verification, assistance instrument tracking and enrolments, assistance distribution and reconciliation following a Human-Cantered Design (HCD) approach.

2.

Own the strategy, governance, scale-up and performance of global Registration services, including service operating models, service agreements, cost-recovery mechanisms and adoption across Country Offices.

3.

Provide advice and support to Country Offices related to standard operating procedures, best practices and available tools and services to increase overall assurance for all modalities and ensure their coherence with policies, user needs and operational workflows.

4.

Actively engage with Country Offices and regional counterparts in the design and setup of digital roadmaps for operational systems for IDM delivery.

5.

Lead assessments of corporate capabilities and field practices related to IDM delivery processes such as registration, verification, and transfer reconciliation, analysing gaps and proposing improvement actions for corporate solutions.

6.

Independently develop IDM guidance, Standard Operating Procedures (SOPs) and assurance controls to support the rollout of Global Assurance for in-kind and cash operations.

7.

Lead cross-functional engagement with TEC, Programme, Supply Chain and other stakeholders to drive alignment on corporate priorities, business capabilities and strategic initiatives.

8.

9.

Take up strategic initiatives to address systemic operational challenges and define long-term business improvements, innovations and operating models for IDM and Delivery globally.

- Where needed, deploy on mission to provide field support and deliver trainings.

Oversaw corporate systems integrations, testing and business readiness activities.

Planned and facilitated pilots of digital systems and new business capabilities.

7.

Deployed on mission to provide strategic and technical support, as required.
