NOTE: This is a trainee position, target UA-04. Position will be filled at the UA-05 grade level. Incumbent may be promoted non-competitively to the next higher grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.
Incumbent considers and resolves a wide range of interrelated or nonstandard problems dealing with such matters as the desires of the owners, quantity and types of property involved, extent of entitlements available, what to ship or store, special packing, expeditious mode, official duty items, pickup and delivery dates, consignees, destinations, temporary or non-temporary storage entitlements, duty station restrictions, privately owned vehicle requirements, discharge/retirement options, authorized or prohibited carrier/contractor services, mode of shipment determinations, Personally Procured Move (PPM) services rendered and violations incurred, compensation claims and the myriad of documents, forms, regulations and directories involved. He/she may interview, advise and assist Department of Defense personnel of all ranks/grade, type of orders and shipment/storage entitlements, needs and services and their family members concerning personal property. Incumbent performs required on-the-spot Quality Control Inspections in accordance with IAW Regulations and Customs Executive Agency Policies (CEA). Performs also Department of Agriculture inspections and customs clearance for outbound shipments. The incumbent must exercise tact and diplomacy while performing the duties of this position.
Performs monthly and semi-annual warehouse inspections IAW CEA policies for agriculture concerns and for Quality Assurance for security, rodent and fire suppression controls. From travel orders, determines authorized shipments in accordance with current regulations. Provides advice and information to service personnel, DOD civilian personnel and family members regarding weight authorizations, unaccompanied baggage allowances, shipping privately owned vehicles, mobile homes, weapons and special items requiring insurance coverage. Advises member of any overseas area weight or shipping restrictions. Inform members of items not authorized for shipment at Government expense or items prohibited in certain countries. Determines applicable methods and procedures for both domestic and overseas shipments by ascertaining origin and destination of shipment. Selects mode of shipment considering current consignment instructions and directories, size, service and economy. Determines the authority for storage at Government expense. Provides information and assistance regarding procedures and regulations for submitting claims or reimbursement. Determines the methods and procedures applicable had property been shipped at Government expense and completes necessary documents, including a cost statement of reimbursement. Counsels and assist on Personally Procured Move (PPM). Conduct briefings for service members on matters concerning travel authorizations and personal properties within CONUS and overseas. May be required to drive an administrative vehicle to briefing site.
Checks all orders for proper funding, weight allowances or other special instructions. Receives inquiries, visitors and telephone calls. Incumbent uses computer terminal and functional knowledge of Defense Personal Property System (DPS) using necessary menus/screens to enter, revise and retrieve data. 75% He/she schedules and coordinates local move between military personnel and contractors upon assignment or termination of Government quarters. Monitors and reports the use of station funds utilized for local moves. Arranges for packing, crating and marking services for the Direct Procurement Method (DPM) shipments with the commercial contractor. Perform witnessed weight for local moves. Perform vehicle weights for customers executing Personally Procured Moves (PPM) within the AOR. Tour of duty: 40 hours per week, Monday through Friday, from 0800 to 1700, including a 1-hour uncompensated lunch break.
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-06 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-05 grade level: Diploma di Laurea Triennale/Diploma Universitario in any field or 3 years of university exams ("Vecchio ordinamento").
Applicants are required to possess a valid Italian driver's license type 'B'.
Incumbent must be able to obtain and maintain the military driver's license equivalent to Italian driver's license type 'B'.
