JOB TITLE: global Food Security Cluster Interagency Humanitarian Programme Cycle Coordinator

DUTY STATION (City, Country): Rome, Italy (with field deployment)

DURATION: 11 months (tentative EOD 20.10.2026)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Food Security Cluster (FSC) was established by the Inter-Agency Standing Committee to coordinate food security responses during humanitarian crises. Co-led globally by the World Food Programme (WFP) and the Food and Agriculture Organization of the United Nations (FAO), the Global Food Security Cluster (gFSC) provides strategic, technical and operational support to country-level Food Security Clusters and Sectors, coordinating timely, coherent and effective food security responses that are accountable to affected people. More specifically, the gFSC is important in:

- Facilitating a timely, coherent and coordinated food security response by mobilizing stakeholders strategically and strengthening linkages among relevant actors.
- Ensuring food security needs and priorities are adequately reflected in Humanitarian Needs and Response Plans and other strategic planning processes.
- Supporting service delivery through context-specific coordination and information management.
- Informing strategic decision-making by the Humanitarian Coordinator, Humanitarian Country Team, Country Management Team and relevant coordination bodies.
- Coordinating and supporting cluster or sector strategies, including contingency planning, preparedness and early response planning.
- Monitoring and evaluating cluster or sector performance, while strengthening national actors and FSC members’ capacity.
- Supporting advocacy for food security needs and promoting accountability to affected people.

ACCOUNTABILITIES/RESPONSIBILITIES:

- Use of sectoral and cluster analysis:



Develop strategic recommendations on the use of sectoral and cluster information and analysis to strengthen global Humanitarian Programme Cycle products.
- Country-level learning and evidence generation: Gather, analyse and synthesize WFP country office experiences in HPC implementation to generate evidence-based insights and identify operational challenges, including boundary setting, prioritization and target capping.
- JIAF methodology, HNO/HNRP alignment and WFP systems: Advise on the application of the JIAF methodology, including intersectoral analysis, severity classification, people in need and target-setting logic, to support coherent HNOs and HNRPs aligned with the Humanitarian Reset, streamlined processes and WFP systems, including WFP-led clusters, needs assessment, fundraising, programme planning and monitoring.
- Methodological guidance and country support: Support country offices, clusters and inter-cluster coordination groups in translating JIAF guidance into practical workflows, including analysis design, vulnerability and severity interpretation, calculation of people in need, response prioritization and documentation of assumptions and limitations.
- Technical oversight, JIAF quality assurance and data standards: Provide technical oversight to ensure that IASC data working groups, JIAF processes, Severity 5 assessments and information management task forces apply common data standards, ethical principles and coherent analytical approaches, with attention to consistency, transparent assumptions, comparability and responsible use of evidence.
- Data platforms and interoperability: Support the development and integration of data platforms that connect cluster-level systems with global coordination mechanisms and strengthen interoperability, data sharing and evidence-based decisions.
- Surge, transition and country support: Provide surge and transition support to countries phasing out of cluster systems, helping ensure continuity of data-driven decision-making and responsible handover of coordination functions.
- Joint analysis, JIAF application and inter-cluster collaboration: Convene joint analysis workshops and promote integrated data-sharing agreements across clusters to strengthen collective analysis, support country-level application of JIAF methodology, improve sectoral contributions to intersectoral analysis, and reinforce shared accountability for needs analysis and prioritization.

DELIVERABLES AT THE END OF THE CONTRACT:

The gFSC is establishing an Interagency Humanitarian Programme Cycle (HPC) Coordinator to lead the FSC’s engagement in the HPC and JIAF processes, in close collaboration with Cluster Lead Agencies, to strengthen the sector’s analytical, intersectoral and strategic positioning. S/he will support the integration of IPC and broader food security evidence into prioritization frameworks, provide technical guidance to country-level FSCs throughout analytical and HPC processes, and promote cross-cluster alignment, including with the Cash Working Group and key sectors such as WASH, Health and Nutrition, to ensure coherent, evidence-based analysis and response planning.

The incumbent will work closely with WFP VAM Team.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced university degree in food security, agriculture, economics, humanitarian affairs, nutrition, social protection or a related field.

Experience

Minimum 7 years of professional experience in humanitarian response at mid-level, including direct experience in food assistance coordination, emergency response planning, assessments, partner coordination or operational support.

Knowledge & Skills:

Demonstrated experience supporting food security or food assistance responses in sudden onset emergencies,



preferably within inter-agency coordination mechanisms.

- Ability to plan and operate at both strategic and operational levels in fast-evolving sudden onset emergency contexts.
- Strong understanding of the international humanitarian response architecture, including coordination mechanisms and funding processes such as the Humanitarian Programme Cycle, Central Emergency Response Fund, Flash Appeals and pooled funds.
- Demonstrated expertise in applying the JIAF methodology and supporting HPC processes.
- Ability to engage diverse stakeholders and represent the Food Security Cluster/Sector in strategic coordination meetings, technical discussions and inter-agency processes.
- Ability to facilitate workshops, trainings and meetings, and present collective outcomes and recommendations on behalf of partners and stakeholders.
- Good understanding of food security assessments, surveys, monitoring, evaluation and response analysis, with specific focus on food assistance needs, gaps and delivery.
