The consultant will be responsible for producing defined, verifiable document packages that meet UNICEF's strategic and operational needs, contributing to the effective implementation of policies and procedures across the organization.

Responsibilities The consultant will be responsible for drafting and revising various organizational regulatory instruments, including policies, procedures, and other governance documents, as assigned by the Office of Strategy and Evidence (OSE).



This involves conducting thorough regulatory coherence analysis to ensure consistency and alignment with UNICEF's strategic objectives and legal frameworks. Furthermore, the consultant will oversee document control and traceability, maintaining clear records of all revisions and approvals.

Work Experience A minimum of 8 years of relevant professional experience in developing or revising institutional policies, procedures, or regulatory instruments is necessary. Demonstrated experience supporting formal consultation and governance review processes is also required.

Skills Regulatory drafting and editing, Regulatory coherence analysis, Policy architecture, Stakeholder comment resolution, Document control and traceability, Preparation of decision papers, Impact assessments, Approval documentation preparation, Management of complex multi-document deliverables, Experience with UNICEF/UN regulatory frameworks (desirable) Verify requirements, deadlines and application instructions with the organization.
